I have the honour to forward herewith a

Enclosure No.1. copy of a Memorandum by the Treasurer on expenditure

in respect of the 31% Dollar Loan, 1934, together

Enclosure No.2. with a revised schedule of Loan Works, and to

request your approval to the disbursement of the

sums as set out therein.

In the event of your approval being

forthcoming, it will be necessary to obtain a resolution of the Legislative Council in accordance with section 3(2), Ordinance No.11 of 1934, and in view of the urgency of the matter, I should be glad if your reply could be transmitted by telegraph.
